Overall Purpose and Objective of Position

This position reports to the plant manager of an agricultural commodity processing plant. The primary function of this role is to ensure that all facets of plant operation adhere to all components of the site Safety and Health (SH) Programs with special emphasis on Human and Process Safety and that all plant activities are being conducted in compliance with all applicable local, state and federal safety rules, laws and regulations. This position promotes SH leadership, keeps all levels of plant management actively involved in SH Programs and ensures operations are conducted in a safe and environmentally protective manner. The successful candidate will serve a vital role in ensuring that the plant maintains compliance with all state, OSHA and other Regulatory Agency regulations associated with plant operations. This position will work closely with the Plant Manager, Plant Environmental Manager, various plant Supervisors and plant personnel.

 

Primary Responsibilities/Essential Functions

  • Maintain Process Safety Program elements (MOC, PSSR, etc) and PHA activities, records, Risk Mitigation Action Plans and track the status of recommendations against due dates and ensure zero late action items
  • Act as site subject matter expert on all Process Safety Elements
  • Assist with the development and maintenance of written process safety information identifying workplace chemical and process hazards, equipment used in the processes, and technology used in the process
  • Support third-party SH reviews/audits
  • Develop/maintain/implement a point of use library containing all SH information in accordance with OSHA regulations
  • Develop, implement, and maintain written safety, health & environmental programs
  • Develop and provide training to plant employees on safety, health & environmental procedures, ensures employees are provided required SH training for area assigned prior to assigning work
  • Investigate safety, health, and environmental incidents
  • Conduct audits of the facility to ensure operations meet safety, health & environmental requirements. 
  • Ensure that site environmental permits are current and accurate
  • Prepare and submit safety and environmental regulatory reports as required, ensure accuracy of records kept and reports prior to submission
  • Implement and maintain LDC SH Program and written SH programs to ensure continual compliance with those programs
  • Be the active site leader of the Process Safety Program (PSP)
  • Participate in the development and administration of project policies and programs
  • Develop and/or refine plant-specific SH training materials
  • Actively participate and lead Incident Analysis for safety, health, and environmental incidents
  • Ensures area of responsibility is maintained in orderly and safe manner
  • Ensures unsafe working conditions are remedied as soon as practicable
  • Support SH overall plant Capital/Expense projects with project design, oversight, and budget
  • Reviews plant operations for potential process / procedural improvements for added safety, higher throughput and / or costs savings

Additional Responsibilities

  • Understand, apply, and maintain compliance with all applicable local, state and federal safety and health regulations
  • Monitor, measure, and report SH performance. Develop trend analyses and implement strategies for improvement
  • Assist with the development and implementation of site security, DOT, drug and alcohol, and worker health programs, and requirements
  • Assist with the development of annual pollution prevention, sustainability and overall SH goals and targets for the plant and plans to achieve those goals
  • Follows construction completion criteria and construction requirements with the maintenance manager.
  • Assists in the project start-up with local management
  • Additional projects and duties as assigned

Education/Professional Certifications/Licenses

Required qualifications:

  • Bachelor’s degree
  • Valid Driver’s License

Preferred qualifications:

  • Bachelor’s degree in engineering/chemistry/safety
  • Professional Certification- CSP

Experience

  • Must have at least 5 years of experience managing Process Safety Program in a complex industrial facility
  • 7 years of experience leading safety program/processes in heavy industry
  • 5 Years of PSM experience in Chemical or petro chemical processing facility is preferred

Knowledge/Skills/Abilities (including any physical demands)

  • Deep knowledge of Process Safety Programs
  • Strong working knowledge of the regulatory requirements applicable to the facility (e.g., OSHA, EPA, USDA, DOT)
  • Strong verbal and written communication skills
  • Proficiency with spreadsheet and word processing software (e.g., Excel and MS Word)
  • Ability to work in a setting that may contain adverse weather conditions and environmental conditions typical of an agricultural commodity and chemical processing plant
  • An essential function of this role will be the ability to climb stairs, use ladders, work at heights, enter confined spaces, withstand extended periods of walking and standing, crawling, and bending and the ability to lift 50 pounds occasionally
  • Demonstrated ability to lead, and influence to achieve organizational goals
